The Lancaster Library serves as an example of the struggle by library associations and women's clubs in the rural areas to establish strong county libraries. From 1929 through 1935 their efforts did result in obtaining county appropriations varying from $100 to $300 to support the library. In 1936, it became a completely county-wide institution when the new school system took effect.

As typified by Lancaster, county libraries grew in size and number during the 1920's as more South Carolinians began to organize to promote public library service.
